Brussels has confirmed that the anticipated carve-out from the carbon border adjustment mechanism will not be implemented by year-end, meaning businesses must train personnel on documentation requirements within approximately two weeks spanning the holiday period. The mechanism requires detailed tracking of carbon emissions throughout manufacturing processes—procedures that employees must understand and implement consistently to ensure compliance.
